Energy communities in Patagonia: so far so close from extractivism

This work revisits the notion of energy communities and situates them against a complex backdrop, highlighting the impossibility of categorizing and listing Latin American communities, which are mestizo in modern dynamics. We link this backdrop to extractivism, where communities and territories have experienced neglect, violence, and displacement at the hands of state authorities. We are particularly interested in exploring the relationships between state institutions and communities, along with the renewable technologies that have been incorporated in remote areas. Based on quasi-ethnographic fieldwork conducted between 2012 and 2015 in the city of Coyhaique, Chile, along with its corresponding bibliographic review and analysis of official documents, we recognize, first, a defensive use of local resources in the face of extractive interventions; and second, an acquisition of and experimentation with collectively owned renewable energies that remains unrealized, despite the enthusiasm with which these are being explored at the private and domestic levels. We found a political protagonism of the communities to highlight the defense of their own energy model and other related challenges to realize renewable generation projects.
